Easily. You have two options:
1) Don't play with minors. This will disable all those related rules such as the 40-man roster, Rule V draft, waiver/DFA/refusal to demote, and so forth.
2) Alternately, if you click on the drop down listing number of waiver days, there should be an option to disable the rule. Ditto with DFA.
