Playing as Hurricanes. Cap turned off and the total salary listing on the finance screen under salary will continually and gradually reduce itself until it's below 44MM and I can't proceed without editing players salary's to ridiculously high levels (happened before and I ended up with an actual payroll of about 400 million!). Actual salary though is well above the floor. Even has both the real number and the reducing number in the Finance screen.

Loving the game, can't wait for next update which I'm thinking is going to be awesome!

Update: Made it through the season, but had to resign from the team in order to do so. And of course they won the Cup. Took back over, reset all league salaries and re-instituted the cap. we'll see how it goes from here.
