I am interpreting your question as "Can I still have signing bonuses but with no limits?" because if you mean to just turn them off altogether, you merely uncheck the box above the CBA option.
Well, I don't think there are any prescribed limits; signing bonuses are based on the financial structure of your league, subject to the baseline number that you see in the option box. If you want to raise or lower that number, try doing so (just watch the effect that it has on your league finances if you raise it too high) or you may try leaving the box blank and see what happens.
Better back up your league first, however.
