Ok took the plunged with OOTP on sale

Haven't in fact started a season, been mucking around with the Fictional League wizard

My question is as follows

I setup the main major league (FBL) and it's 5 levels of minors (AAA,AA etc)

I then add in feeder leagues to an appropriate level (did the research, each team produces about 6 players destined/capable of the big leagues)

Now, I could just start there ... but ... my plan is start with a small major league (8 to 12 teams) in 1901 with enough feeder teams to actually man a 30 team league in the future

If I create secondary leagues, set their financials to be below the major league (max salary, salary of a star etc) ... I plan on only having a reserve roster for these 2nd Tier teams ...

1) Is it better to have drafting turned on for these 2nd tier leagues? Do they draft from the same pool as the major league with player rights tiered appropriately? ie rights can belong to Team A in Tier 1 league and Team C in Tier 2 League?

2) If I leave drafting off for the 2nd tier leagues will they sign players that are undrafted and/or unsigned by the top tier league?
