Actually the answer is Yes and No. Even though the game doesn't come with any photos it will still create facegen pics for all players. It all depends on your Picture settings. You can access them by clicking the game tab and under advanced click setup and options. On that page click the Player and Picture options tab. On that page on the right hand side are your picture options. Set them to your liking.
As TGH said. The 2013 all in one has it all. If your not sure how to install or use Add ons Central, here some instructions and how to install the 2013 all in one mod as well as how you can use it in an existing game.
