No, but that's simply because that's not how a baseball league is structured. The 30 teams in the real-life MLB are fixed; there aren't multiple levels of leagues like there is in football. You can certainly take a bad team and try and turn it into a winner, but there will only ever be one level of play - minor league teams stay minor league and major league teams stay major league.

That said, it is possible to create a league that mimics this structure, in which you manually switch around the teams that get promoted or relegated at the end of the season. But there's nothing in the game that will do it for you.
