Thanks to both of you guys for helping me out. I figured it out and this is the process that I used just in case someone else is having issues:
1. League setup then edit league structure (need to be in commish mode)
2. Hit import historical team tab
3. The screen that pops up doesn't help you. It gives you a bunch of useless files for the most part. Hit the "open" tab that runs along the top. A window will open and you need to go to the default_data FOLDER. You should see a bunch of zip files.
4. The file you want to unzip is statistic_files. Unzip the whole file in a new folder in the following spot program files/out of the park developments/ootp baseball14/default_data
5. So now when you hit the import historical team tab you will see a /default_data folder. Click on that, click on the new folder (whatever you named it) click on stats, scroll down to the master.cvs file and hit confirm.
Now you can import teams successfully. I do not claim to be a computer genius. There is probably an easier way to do what I did, but this worked for me so I wanted to share it out.
