We went another route with international leagues in the BJHL.
We had a German and a Japanese league. We set their financials higher than ours. Their years to Free Agency were the same.
The only way to get one was to outbid the leagues with more money. Their talent was set the same as ours. In the end the experiment worked but our fixed, out of game, cap made it not work. They became 20-30% of a teams payroll for one FA. Too much, so we scrapped it.
In a soft cap or no cap league it would be interesting. The other twist was no compensation for signing. It increased their value. It took a number of seasons to consistently get internationals every free agent class but once we did it was pretty cool.
