This may also future proof the game if the MLB ever went with a international draft. As is, Instead of guys being drafted straight from the DR or any other foreign country according to their history these guys played amateur ball in the US.

I agree with this. I don't think
every foreign draftee should come from colleges in their home country because of the fact that quite a few people do study abroad (it's not unreasonable if a British league drafted an American who played at Loughborough, say) but some or most probably should either give a college in their home country (assuming there are any in the game for that country, by default they only exist for the US and Canada, and I've posted files for England and Scotland) or simply say "Out of Puerto Rico" or whatever.
