Okay, this stumped me at first, but I think what you need to do is go to Free Agent Center, right click on the offered contract, and then withdraw it.
I have noticed that this option isn't always available, but I am pretty sure during the offseason it is. Perhaps someone can elaborate. In the meantime, I think this will free up a lot of your resources.
