I think it came about after the Orioles' aborted attempt to sign Seong-min Kim - anyway, it was agreed in 2012, so it's very recent. If you google some variety of keywords including 'KBO', 'posting', '2012' and 'MLB' or something similar, I'm sure you'll find details pretty easily if you're interested.
