I usually start the teenagers in rookie ball and the college age kids in Short Season A. That's not a hard and fast rule though. Sometimes you may have to put some of the rooks into A-ball just to fill in the necessary positions. The most important thing is to make sure your best prospects go into the right level. A potential 5 star prospect with a current rating of 1 or lower should stay in A-ball, at least for a while, or until the minor league report says he's ready to advance.
The keys to handling the minors are:
1. Hire the best coaches you can find.
2. Don't advance your prospects too early.
3. Cut anyone who doesn't show improvement.
