League Setup -> Rules Tab -> in the upper right quadrant you should see a check box for "Enable Advanced Draftee Signing (Signing Bonus Negotiations)". Uncheck this box and everyone that gets drafted will sign a minor league contract with the team that drafted them.
League Set Up -> Players Tab -> is where you can change the international signing rules.
