If you want facegen only, then move all the real pics in ootp's photos folder to a subfolder so that there are no pics left in the photos folder.
To remove the real pics from your saved game, go to your saved games\news\html\images\person_pictures folder and delete all of those. Restart ootp and it'll auto rebuild your facegens and you should no longer have any real pics.
If you do, then you may need to go to your saved games\news\html\images\profile_pictures folder and delete all of those. Exit and restart again.
