That is correct, minor league clubs designate an active roster for each game according to the prescribed limits. At least 10 must be pitchers, although some leagues have an effective date like July 1 for this rule because of injuries and promotions.

Also, remember that there is a limit of 3 rehab players per minor league club. OOTP does not model this restriction.

Also, OOTP does not have ESP (extended spring training) or instructional league, which don't have roster limits or rehab player limits.
