For OOTP present-day I suggest the following:
AAA - no limit. teams will carry 25 typically, but will have room for rehab assignments without having to shift players. one other advantage is when roster expansion occurs in September the AI won't try to fill up AAA rosters, which it will do if you have a limit.
AA - 30
A - 30
SS A - 30
Rookie - no limit

When I set this up and started playing my first game with these settings, I noticed that my Fort Meyers, GCL team dumped all it's players out of it, and it seems that most if not all of the teams might have emptied out a ROOKIE League team as well.
Is this normal for this game?
These teams now have zero to ten players in them and the league sits idle, playing no games.
