Possibly. When creating/editing the player I put most of the initial ratings between 75 and 100 (on a 1-250 scale), thinking that would be a low enough starting point. Some of his ratings got bumped up after the initial creation, with the first scouting updates a month later (and right before the draft). I went with it because I figured they were still low enough that there was still some chance of a bust ... plus, when Houston assigned him to Rookie ball to start, I figured I couldn't have been too far off the mark. Anyway, it is what it is, and overall, I agree that the initial ratings were probably a little too strong.
