I actually figured it out. I noticed that all players who signed were 18, and no one 16 or 17 had signed. I checked the settings of my game and it said the minimum age for being on the active roster was 18; I thought this was MLB, not any roster. I changed it to 0 (for no minimum) and I could then make offers to players.
