The link is not wrong, it has just been misread by the original poster. The article lists players who are out of options and also 'have less than five years service time'.

Choate has considerably more than 5 years service time as you say (9.073 on Jan 1st 2014 as per Baseball-Reference), hence he and many others are not on the list despite being out of options.
