Sometimes it can be hard. Owners get a 1-10 rating in how much they allow in spending. If you get 1, you'll have little money. If he gets a 10, you'll probably get a lot. Just know the Jays don't have the best market, so a team like the Yankees will get a 200m budget even though they have an owner with like a 4 spending rating.
