I think you'll find that the only thing you're actually buying is a license to use the software. Legally speaking, you have no ownership rights. It has always been that way, but it's only relatively recently that publishers have actually been able to enforce the law and protect their intellectual property.

Console games are treated differently by the industry because strong, hardware based DRM makes them very difficult to pirate, unlike PC games, so pretty much the only way to transfer a console game from one consumer to another is by handing over the physical disc.
