I think it was broken for a time, but I thought it got fixed sometime last year.
As for which token, the world year is the calendar year, where the league year rolls over at the pre-season start. So today, we would be in world year 2015, but we're still in league_year 2014 (until we hit that mysterious date known as "Preseason begins")
