If you didn't want to do it in an individual player's Facegen model, you could theoretically do it but I'm not sure it's practical. There are a set of graphic files that govern the players hair (the on-top-of-head hair) and there a set of files that govern beards. I'm not sure that the ones that govern beards "reaches" up high enough to get to the eyes but I know the hair ones do. I was toying around with eye black at one point:
HOWEVER, there are only 4 types of hair styles currently. There are no frequencies set for these so OOTP picks randomly from the group. So, if you were to add a 5th type with glasses, then OOTP would pick randomly from the 5 types when drawing a guy and about every 5th guy would end up with glasses. You'd need to make a bunch of duplicates of those sets of files to get a reasonable frequency of guys with glasses.
