It ISN'T ranking what you think it is. It is comparing the BEST starting pitcher on the team with the best starting pitcher on the other teams... just like every other position. Same with relievers.
Check it out. You could drop every starting pitcher on the team except the ace and the ranking wouldn't change at all.
It is NOT comparing ROTATIONS or BULLPENS.
