I'm not one of the experts but my guess is that Topps took pictures of all those players (and coaches). Possible exception for pitcher Robert Dale Johnson, since his tenure with the Mets would seem to fall into that hole you mention.
I have a few for you, here (as proof, so to speak), though they go back to the early release days and they're not as large or sharp as what we tend to get from TV now.
Hicks, Herbel, Kroll, Fernandez and Rose (sounds like a law firm).
There is a better image of the Rose--same picture--but not from TV. It was from a private ebay vendor, which may be some of what Topps doesn't like.
