That's how all fighters are rated by bear, John Dewey, bask or anyone that does the ratings. You can adjust it by using the career stages though. We assume when rating a fighter that they are prime based on what they have done and maybe sometimes what we expect they might do. The only known is what they have done up to that point and for all we know that could be their final fight. So for rating consistency this is the way it's been done by everyone who does ratings.
With that said most fighters with less than ten fights I assume are pre prime.
