I trust my minor league managers to do the moves below and keep my eye on players on a weekly basis. As of not having a complete minors, I think it is if you play historical you only get the players that debuted in the league for that year, hence an empty minor league. Its takes about 3 seasons to get a full minor league. For a fictional league, there are always lots of players.
