I can see this working. You can allow the fictional league to trade with other leagues or to allow it to buy players for a certain amount. I am also thinking maybe messing with the league reputation will help the MLB decline more. I have messed with this setting a little and in my limited testing I was seeing players leave one league to go to the other.
