I just finished simulating April and there have already been 4 trades in the league. I remember back in OOTP14 that there was a function to adjust AI trade frequency, but I didn't find it in 16. Seems 4 trades (big names) is a lot for April.
Bug? Normal? Anyone's thoughts?

Normal and transitory. The reason is simple. In a perfect world the cycle of playing seasons and going through the offseason and ST is continuous. Unfortunately the current season by definition must have a definitive start before which nothing existed. The OOTP version of the "big bang".
The AI wakes up from nothing, starts to assess each team with no FA or Rule 5 or off season trades made in memory. It reacts accordingly. Things should settle out as the season progresses.
