In an ideal financial system you'd be able to precisely control how much revenue is earned from different sources. So to create a situation where all clubs have exactly the same amount of revenue each season (thus being the most equal test of GM skills), you'd zero out revenue from ticket sales, local media, merchandising, and so forth. You'd only have clubs have national revenue, and you'd have that national revenue divided equally between each club. Presto! Every club has the same revenue every season.
Now in order to have this you need to advocate for OOTP's financial system to get a comprehensive overhaul...
