I managed to get around the OSA Scouts Players problem. This is for the Steam install, which I am guessing you have. I posted this in another forum but I am a n00b at forums so I just copied and pasted what I wrote over there. Sorry if that isn't ideal.

Here is what I did:
I downloaded the game install from the OOTP site. Then I installed in the same directory as the Steam install. At that point the game thinks you don't own it, so right-click on the game from Steam menu, go to properties and Verify Integrity of Game Cache. It downloaded a small amount of data and then it worked. I dunno what other side effects this may have but I will report back if I encounter any.
