That would be a bug. If you want file a bug in the bug reports thread and include a league file, that would be great. If not I'll try to recreate a similar scenario and see if we have a problem.
As for "un-completing", yes
The goal is only locked in at the end of the season, so if the conditions aren't met then, you fail.
