That's him, presumably photographed on September 23, 1973, in New York.

The #22 batting helmet would've likely belonged to his teammate Ted Ford, also a right-handed hitter, who wore that number. The two were on the roster together during Cleveland's last trip to Yankee Stadium, September 22 and 23. As we've seen in other Topps photo shoots - most particularly with the logo-free helmet that appears on several Tigers images in 1963-64 and another unmarked helmet worn by different Pirates of 1969 - helmets were often shared either for batting practice or just for the convenience of the photographer ("OK, put on a batting helmet").
