I can't track down what happened, but it seems that something went weird in the db for the *** at some point. Because even guys like Zealous Wheeler are rated at 3*, and we didn't have him anywhere near that before. But at the last import, he gained a ton of power and all his ratings went up, for no apparent reason.
That seems to be the case for quite a few other *** guys as well.
