Get the 2015 all-in-one file from addons central.
You'll need to add this server once add on central is opened. (copy this text and paste it. Don't copy it as a shortcut)

To get new pics to show up in your saved game. Go into your imported saved game's news\html\images\person_pictures and profiles_pictures folder (make backups first) and delete all those pics. Restart ootp and it'll auto rebuild them and they all should show.
