Is This Urbano Lugo's Father?

(To answer previous: I'll try to post the Meyer and Pole proofs tonight or tomorrow)

Two very unexpected images in the latest Topps Vault upload. Am I crazy, or is this Urbano Lugo (Senior), a star pitcher in Venezuela in the '60s and '70s whose son of the same name pitched for the Angels in the late '80s?

There are two images of this pitcher in White Sox garb, presumably from the 1973-1976 era (all the Sox from Spring Training 1972 are shown in home uniforms), but I can't find anything suggesting he was actually a Chicago invitee. On the other hand, the only pitcher in the White Sox system in 1970-76 who fits the alphabetical sequence of the latest upload is future scout and exec Mitch Lukevics and this is NOT Mitch Lukevics.

Attached is a 1970 Venezuelan card of him. The eyebrows give it away, right?
