The big reason to keep rating % minimized is so the AI teams don't dump players with good stats because they're foreseeing a big ratings decline. With 0/67/22/11 the AI teams keep productive players around as long as they are productive, and then get rid of them when they stop being productive, which is as it should be, instead of basing their personnel decisions on ratings.

According to OOTP itself, OOTP MLB play (modern and historical) outnumbers OOTP fictional play three to one.
