I'm noticing many African American players in my fictional historical league that have names that are not in that specific nameset (39 US African American). So it appears there is an issue on my end somewhere.

1) The year is just the time period the names are from. They will work no matter the year of your league. If you use the 2000 set in 1960, you'll just have players named Brandon and Caleb and such that were not common names in 1960.
2) The percentages in the spreadsheet are just recommendations to get the same spread of nationalities in your universe as existed in the real MLB at the time. They are in no way essential. You can safely set the percentages to whatever you desire or leave them at the OOTP defaults.
