I agree that having a 'floating' setting would be optimal.
I like the idea of heavily favours prospects but when I fired up my first '16 season using the Quickstart my league had the division leading Red Sox traded their #1 starter for a couple of decent prospects just before the deadline.
Perhaps a new setting as you suggest could be tied to the Win now, Neutral or Rebuild setting? Sounds easy but it probably isn't.
