I have a VERY custom league in which not all teams have 25 players (yet anyway). I clicked "Prevent AI from making roster changes" and "Human controls all teams," but as soon as I start to sim, all the teams are filled with active and reserve players. I cleaned up the teams, ran a sim, and same thing. In transactions, the game shows the teams signed on various real and fictional players.

How do I prevent the game from doing this? Is it even possible?
