Checked BB-Ref, and there were 34 pitchers with 200 IP in 2014. There were 16 (so roughly half) of them from 207.1 IP down to 200.0 IP, and therefore they could've passed the threshold in their last start of the year a la Mark Buehrle, who passed the threshold in his last start with the Jays in 2014. TL;DR: It's a pretty rare accomplishment in these days of super bullpens.
