The biggest issue I had was acquire a power hitter. Playing with all independent leagues the game doesn't create high power guys. It doesn't create quality players at anything. High end of average is the best you're going to get unless the player development goes nuts and then you're lucky to get a rating of 11 or 12 (1-20 scale) in any category. You'll get higher numbers with the non-skill ratings (base stealing, bunt, hold runners, etc) but not with skill ratings.
So when you get the acquire a power hitter goal you literally can't complete it. You can't even get a neutral on it. The only way would be to cheat and create a player. I'm not doing that though.
The acquire player skill goals should be relative to the league your in. If the goal wants a power hitter and the "power hitters" in my league are all ratings of 10 (1-20 scale) if I acquire one of those guys I should get credit for the goal.
