Thanks for the suggestions guys.

I found a pedestrian workaround by creating a new set-up using ootp11 where my fictional universe was, and then just imported the league from 11 through to 16 because I've bought every version since the game came out on mac.

Once I had the base on ootp 16 with my fictional country I could finish the set-up and I'm off to the races.
