Each license code can be used for 2 installs. By any chance did you use both? If so, someone at OOTPD will have to reset your key.
Does your key code look like OOTP16-XXXX-XXXX-XXXX-XXXX-XXXX?
Are you connected to the internet? Some AV programs block key activity so you may have to turn off AV temporarily.
Check for an inadvertent space on the leading and trailing side of the key code. This drove me crazy one year.

1. Only used it for that one CPU once.
2. Code looks perfect. I copy/pasted it and entered it by hand around 10 times
3. Connected to the net. Tried 2-3 times w/o firewall
4. Checked for spaces. None there
All in all, I've tried my original code probably around 20 times with the same message haunting me.
Going to try e-mailing support. If not, I'll spring $40 for another copy.
