in ootp15, i did it, but i didn't keep close track.

if you invested 24mill into international with a max scout, you got alot more 21-25ish overalls instead of just 20's. if i had to guess, you'd see a superstar once every ten to fifteen years. you'd likely get at least 1-3 good mlb players per decade.

i make sure i invest more than any other team in majors/amateurs scouting. minor league i keep high enough that i can promote and demote with accuracy. whatever is left over, i throw into international.
