when i create a player, they get 3 years and need to be on the 40-man. so that is like a minor league free agent signing? anyway they are being classified in some particular way that causes this, and i'm pretty sure we don't have access to change this in the game - maybe if you can edit the database with a 3rd party program (or export, edit, import).

there is an "unavailable for draft list" checkbox - not sure if that is just for entry draft or not. commish mode on -> player editor. based on how the manual explains things, this should resolve your problem.
