Make sure you have winrar. Click on the downloaded file and then extract the content into your documents. In your documents folder, there should be a sub folder under OOTP. Click on that, look for OOTP 16 and go there
Once you're there, look for the QuickStart folder and place the downloaded file in there
Boot up the game and start a new QuickStart game and boom, roster file should be there for you to start

Would it be possible to let me know what the difference between a new standard game and a Quickstart is? I can't quite figure out the difference.
