A common (and well founded) question.
My take:
- spending more does help (based on my gameplay experience)
- the boost you get from spending more is not huge---don't expect to start churning out dozens of 5 star prospects because you have maxed out $$$ in to development and don't expect your scout to be light years ahead of the competition
- the resulting improvements are not easily measured
- this is on purpose by the developers in an effort to provide a 'fog' as opposed to being able to see a tangible reward for each dollar spent
For my own settings it depends on where my team is at the major league level as to how much I invest in S&D. MY team is in a small market with a medium sized budget. When my team is in my version of 'Win Now' I scale my investment down to about a million or two above the league average spending. When I am in my 'Rebuild' mode I crank up spending close to the max allowed.
