I see many good, affordable players pass through waivers so regularly that I had to make a house rule that I wouldn't grab them. That didn't matter as now they just pass through waivers and are sent to the minors of the waiving club while other clubs could certainly use them on their major league roster.

This may be league specific. Certain settings will yield different results. Heck, I had to massage a few settings so the rule 5 draft worked correctly to real life expectations.
