I believe batters (not sure about the criteria for pitchers) need a certain number of AB or PA for his stats to start being weighted to the % set. I also think its prorated so if a player doesn't meet the criteria during the year then his AB/PA for the previous year are added and so on. Also major league stats hold more value than minor league stats and if a player has 0 stats to go by then ratings are given more weight by default. Well at least thats the info Ive collected and had experienced from testing.
